Candidate statement and indication of preferences forms

The deadline for submitting candidate statement and indication of preference forms for all councils has now passed.

Information on proportional representation

The VEC has prepared a short video (6.08 minutes) called "Introduction to Proportional Representation for Victorian Local Council Elections". The video is designed to help candidates (and others) understand how votes are counted using proportional representation.

View the video by clicking below or have a DVD sent to you by contacting the Returning Officer for your council.

You will need Adobe Flash Player to view this video.

A detailed description of the example election used in the video can also be downloaded. The VEC suggests reading the description after or while watching the video.

PDF version (115 KB) | DOC version (361 KB)

You need Adobe Acrobat Reader to view PDF files or Microsoft Word to view DOC files. If you would prefer a hard copy, please contact the VEC.

Candidate electoral material

Candidates can produce, publish and distribute election material provided it does not mislead or deceive a voter in relation to casting their vote, or induce them to vote in a manner that is against the instructions on a ballot paper.

All election material must include an authorisation.

The authorisation must detail the name and address (PO boxes are not acceptable) of the person authorising the material. Candidates can authorise their own material. Car stickers, clothing, lapel badges, fridge magnets, balloons and stationary are exempt from authorisations.

Candidate Handbooks

The Candidate Handbooks contain detailed information on the election process:

You need Adobe Acrobat Reader to view PDF files or Microsoft Word to view DOC files. If you would prefer a hard copy, please contact the VEC.

Other resources available to candidates

After nominating, candidates will be supplied with:
  • an electronic roll of all the voters in their electorate, in a spreadsheet and a print-ready format;
  • print-ready files for printing address labels for non-resident and resident voters in their electorate; and
  • a list of streets in their ward, showing street numbers where a street crosses a ward boundary.

The VEC has also prepared a spreadsheet with the numbers of resident voters and properties (Excel, 64 KB) in every ward or municipality in Victoria as at 2 September 2008.
